MISSION

The mission of the City of Austin's Neighborhood Housing and Community Development (NHCD) is to provide housing, community development, and small business development services to benefit eligible residents so they can have access to livable neighborhoods and increase their opportunities for self-sufficiency.

To accomplish this mission, NHCD directly administers a variety of programs to serve the community's housing, community development, and economic development needs and provides grant funding to various agencies and non-profit organizations.

City of Austin FY 2010-11 Draft Action Plan available for public comment
The FY 2010-11 Draft Action Plan has been available for public review during the 30-day comment period, June 11 through July 12, 2010. In addition, the Action Plan comment period has been extended 7 days to accommodate additional time for public input for the purpose below. The comment period has been extended until July 19, 2010. The draft report may be viewed at www.cityofaustin.org/housing or at various community locations listed on the public notice or call 974-3100 for assistance. Purpose of Public Comment Period Extension
The City of Austin is considering submitting a Brownfields Economic Development Initiative (BEDI) grant application to HUD during the next competitive round in September 2010. The purpose of the BEDI program is to spur the return of brownfields to productive economic use through financial assistance to public entities in the redevelopment of brownfields, and enhance the security or improve the viability of a project financed with Section 108-guaranteed loan authority. Therefore BEDI grants must be used in conjunction with a new Section 108-guaranteed loan commitment.     Update on Moratorium on Accepting Applications for Funding

    The City of Austin, Austin Revitalization Authority and Urban Renewal Agency hosted a Town Hall Meeting Wednesday, May 26, 2010, at the George Washington Carver Museum and Cultural Center, 1165 Angelina Street. Supporting documents related to the event include:

    City to seek Stakeholder feedback on In-Lieu Fee for Affordable Housing in University Neighborhood

    The City is seeking stakeholder feedback on the in-lieu fee for the University Neighborhood Overlay (UNO) zoning district as part of its annual Draft Action Plan public hearing process. The process is outlined above. For more information view the press release.

    City of Austin nears completion of stimulus-funded sidewalks in Central East Austin

    The City of Austin will hold a press conference to announce the completion of the sidewalk projects which were funded as part of the American Recovery and Reinvestment Act. The City received $250,000 in a Community Development Block Grant to construct four sidewalks in Central East Austin. The City matched the funding which raised the project funds to $500,000. The event location will be at the corner of Chestnut Ave. and 17th St.; North Pleasant Valley. Mayor Lee Leffingwell, along with city and community leaders will attend.     City funding exhausted for Down Payment Assistance Program

    The City of Austin has assisted many qualified families in becoming homeowners by issuing over 2 million dollars in down payment assistance in Fiscal Year 2009-10. Consequently, the funds for Fiscal Year 09/10 have been committed. With continued support for the Down Payment Assistance Program, the City anticipates new funding for the program at the beginning of the fiscal year.

    Effective immediately, the Austin Housing Finance Corporation will not be accepting Down Payment Assistance applications until the Fall of 2010.

    Creating and retaining affordable housing is essential to ensuring Austin remains a vibrant place to live and work. The City appreciates the many partnerships that have established ownership opportunities for families in Austin.

    Corridor Conversation Town Hall Meeting offers discussion about redevelopment of East 11th and 12th Streets

    The City of Austin, Austin Revitalization Authority and Urban Renewal Agency will host a Town Hall Meeting Wednesday, May 26, 2010, at the George Washington Carver Museum and Cultural Center, 1165 Angelina Street. The event will feature an opportunity to view exhibits related to the Corridor redevelopment at 5:30 p.m. The Town Hall will follow at 6:30 p.m. View the flyer for additional information.

    Fiscal Year 2010-11 Draft Action Plan

    Every year, the City of Austin prepares a one-year Action Plan to notify citizens and HUD of the specific goals and funding of that fiscal year based on the goals identified in the Consolidated Plan. View attached schedule of important dates for more information.

    The City of Austin received public input for the Fiscal Year 2010-11 Action Plan at two public hearings: before the Community Development Commission on March 10, 2010, and before the Austin City Council on March 11, 2010. The public input summary is provided for public review.

    Council approves resolution prioritizing funding for permanent supportive housing
    The Austin City Council unanimously approved a resolution at its March 25, 2010, Council Meeting directing the City Manager to give priority to funding for permanent supportive housing that targets the most vulnerable populations, specifying residents with annual incomes at or below 30 percent median family income (MFI), but continue to fund affordable home ownership, home repair, and rental projects.     The City of Austin NHCD sought public input from Dec. 14, 2009, through Jan. 11, 2010, about the prioritization of funds made available through its Housing Financing Programs used to create and maintain affordable housing in Austin.
